Dear Minister Foote:

Re: Critique of Discussion Paper by Canada Post Review Task Force

I have attached our critique of the discussion paper that was produced by the Canada Post Review Task Force. As you will see from this document, the Task Force’s paper misrepresents the financial realities of Canada Post as well as other matters.  It uses very selective information and omits important developments that will dramatically impact the future of our public postal service. The paper also gets some basic facts wrong.

We hope you will review our critique and conclude, as we do, that the Task Force’s findings are alarmist and that they should not be used as a basis for deciding the future of our public postal service.

Canada Post is not facing a financial crisis as the Taskforce would have us believe. As a result, there is no real need for the corporation to take drastic steps such as cutting home mail delivery, going to alternate day delivery or weakening the moratorium on post office closures. Canada Post is currently sustainable and will remain so without any major changes, with the exception of the addition of postal banking.

With this in mind, CUPW would like to reiterate its request for the secret postal banking study that was conducted by Canada Post from 2009 to 2013, as well as the postal banking report that was produced for the Task Force by the global consulting firm of Oliver Wyman. The union would also like to request a response to our letters of July 29th and October 4th.

Please do not hesitate to contact me if you have any questions or concerns about our critique or letter.

Yours truly,

Mike Palecek
