Every kindergarten teacher and other staff has an opportunity to join a union in Norway. There are two main unions that represent the sector – Utdanningsforbundet for the kindergarten teachers and pedagogues, and Fagforbundet which represents skilled workers (community college credential) and all other staff in the kindergartens.
The wage rates are very similar no matter where a kindergarten teacher works – private or public sector – and are based on education and years of experience. Contracts are negotiated every two years. This is a complex process that we will describe later in our report.
